How do you a create a list of prospective clients?

For those of you who run a nascent agency, are there steps you can reveal without hurting your own business as to how you conduct your outbound marketing strategy?

Do you identify leverage points to get clients?

So far, I have simply thought of reaching out to people ranking on the fifth page for a search query and pitching to them.
