Filtering content in and out -- will it hurt ability to index page?

I am currently designing a webpage that will display all of our company's services on a single page. We offer three main types of services. The three types of services are similar but have different value props.

The page will function by allowing the visitor to filter content in and out by clicking one of the three service types buttons. For example, by clicking service type 1, all of the marked content for service type 1 will display (text, videos, images, etc.). Service 2 and 3 will not display.

When the visitor visits page initially, the content for service 1, 2 and will be hidden until they filter one of the service types in.

Will hiding the content hurt indexing ability? Will it lead to penalties from Google?
