Google business listing with no reviews and no website ranking #1???

So I was checking on a client's ratings today (painting contractor) and we are #3 on the google business listings, I was a little shocked that the #1 listing had no website and no reviews, (its not a big chain) how in the world does this happen? We have 6 5 star reviews, website has been up for several years, decent amount of SEO work in it and we even have the local city in our url.
