Will my site get ranked lower without a cookie banner if I don't use cookies

An "expert" told my site will get ranked lower on Google if I don't use a cookie banner. The thing is, my site is a static html page listing the opening hours of my business. No ads, no Google analytics, no cookies or trackers of any kind. I've never had problems with ranking since it's the only business of its kind in quite a radius.

Is this true? How does Google even know it's a cookie banner and not some other random popup?
