How do you rank a tool on google?

So I have been doing SEO for some time now, and I majorly worked on SEO from a "Content standpoint"

I do have software engineering experience so I built a tool ( not going to reveal, unfortunately ), but I am going to leave some hints so my question can properly be answered

So let's say wanted to rank for the term "pdf to docx converter", I know this is a really competitive niche but don't worry this is not what I am going for

How would you rank this kind of tool ? without content ? .. i mean what's the point of content for something like this.
