New Site: Rank for Easy Keywords or Medium Keywords

Generally speaking, for a brand new website, should I use easy keywords or medium keywords?

For example:

Security services (CITY) -- competition is .25 with 70 traffic
VS
Security company (CITY) - competition is .60 with 240 traffic

Both have commercial intent but don't want to try to be competitive if it's going to be too difficult.
