Workflow for Copywriting and SEO

Looking for workflow tips and best practices when it comes to SEO and blog copywriting. Currently we do everything in house and are debating outsourcing to increase bandwidth. However; general copywriters often don't offer SEO and the ones that do can be crazy expensive.

• Is it best to use a general copywriter and then have us do the SEO markup?
• Should we send copywriters an outline with target keywords and basic research?
• Should we just hire an SEO copywriter and have them take care of everything?

Has anyone found a method that works best?
