Does plagiarizing news articles has no effect on site ranking?

I have noticed this on many news and magazine websites that copy the entire articles word by word from AP news and Reuters and publish it on their sites without providing the source link and still this plagiarizing does not effect their ranking in the search engine.

Is it possible that google allow this practise of copying news articles from such sources?
