ccTLD or .com as main website - own both - want to target specific country

Hi..am planning to start a personal finance blog. In order to niche down I have decided to focus on content relevant to a country. Here is where I am bit confused and need some help:

- I have bought both ccTld and .com for my domain name - which should be my main address (example.de or example.com) ? Should i redirect the other to the main site or just let it be ?

- Content that i plan to write is in English i.e not the language spoken in the country - would it still make sense to go with the ccTLD ?
