Is This A Good/Bad Idea for SEO?

From a content creation perspective, should I create "location" based content.

For example, if I were selling gardening pots:

Should I create blog posts for "Gardening Pots in (Insert State Name Here)". Should I be doing this for all 50 states? Should I be doing it for cities/towns?

The idea here is to create content, catered to certain users, to drive SEO based traffic, to ultimately drive e-commerce sales.

I feel like I'm close to something, but don't fully have it locked down.

Can someone tweak this "concept" to help me out?
