What Does This Mean? I am new to seo trying to get into the field.

I typed in Google the title of one of my blog post to see where it would rank in Google. Without putting the keywords in parentheses, the post was ranked in the nineth position. I saw in my Google search console that the specific post average position was 15.5 but did not have any query data or words to match with it. Just a few impressions. Being that the post appeared in the ninth position without parentheses just broad match. Does that mean every time someone types in Google those words my most will appear or have a high chance it will appear on the first page?
