SEO targeting a particular country

I want to target a niche that is popular globally, but is relatively untapped in India. I understand that this will take research, hard work, time and quality content focusing on search intent. I don't expect a magical answer that will be the ultimate solution to my goal. However I would appreciate it if you guys could point me in the right direction. ( Recommending relevant resources, books, blog etc) Some questions I have are 1. How do SERPs differ from country to country? 2. How do I make my website visible to people from my target country? 3. Does using a cctld top level domain over .com help in this context? 4. What are some other questions I should ask to learn more about country specific SEO.

(I will be writing my content in English. So using a local language is not an option for me)
