Ranking for local map pack but not search engine results page?

I have noticed that a lot of local businesses do not rank for both the local map pack and the organic search engine results pages, consistently for no.1-3 position or even on 1st page, they either rank in the top of the local map pack or top of the SERPs but never both.

Is there a reason for this? Does Google do this deliberately?
