Submitting sitemap to google search console

I've seen that this is a common problem online, but three months later I'm still no closer to solving it, so I though I'd ask here. I have a website that I'm making for a personal project and I'm trying to submit my sitemap to google via the search console. As soon the sitemap has been submitted, it says "Couldn't fetch", but when I look at the access logs whilst doing this, there is no indication that google has even tried to request the sitemap! I have checked the sitemap with numerous different sites and also submitted it to the bing search console - they all work fine. Any help would be appreciated, thanks in advance.
