Should my Title tag be the same as H1?

Hi all,

Someone pointed out to me that my H1 and Title tags were the same and I could improve my rankings just by optimizing my Title tags. Is that true?

I find it hard to believe that such a small tweak that adds next to nothing to the user experience would have such a great impact. My H1 are already well-formulated enough as it is, so why should I craft a "title 2.0" for each blog post?
