SEO for a brand new URL in a competitive industry

Hello, I’ve made a site to sell boat tours in a very competitive market.

It’s a brand new site, but the URL is literally the top keyword. Does this help?

I made the site with Wordpress, I’m a developer so was able to max out on site SEO and get a 100 across the board on Google Lighthouse.

How can I possibly start hoping to reach the front page?

I do have an SEO budget, but having worked for agencies who’s “SEO” contracts consisted of basically doing nothing off site I’m reluctant to start paying someone. How can I tell the difference between a proper SEO and those agencies? Thanks.
