Does google consider meta title and description for ranking

I have seen that some of my clients pages are ranking on changing the meta title and description and my pages as still not ranking, as my client is suggesting to change the meta title and description of all the pages including which are ranking. I told no on it as that will reduce the traffic on website.

He even insisting to create meta title BOLD which I have seen accepts ads..

What should I suggest him..
