First I would like to tell that we are from professional services industry. So we provide services like company incorporation, trademark and brand protection, compliances, tax & accounting, etc.

Currently we offer our services to our country people only. And now we are working to market our services to foreign companies who wants to either start their business or expand their existing business to our country.

In order to do business in our country, they would require professional services and business consultants to understand the legal aspects as well as the market.

So, for example we have two pages - trademark registration and company registration. We are targeting these keywords for two of our services. If the foreign country person wants to avail these services, they would search something like "company registration in USA" or "copyright registration in UK".

How can I target those prospects who are in foreign country and wants to start and expand their business to our country. The problem is that we already have pages which are targeting our country people. I have created a subfolder on my website separately for targeting foreign prospects and encourage them to do business in our country.

What should be the strategy and how to target them without causing duplicate of content or ranking of wrong page in a particular country when someone searches for keywords related to our services.

I am willing to share more details, if required.
