Backlinks from quality sites

I'm working as a link builder since 2o18. I realized that getting a backlink from a natural and good site is very difficult. Good sites don't sell backlinks but we can convince them to post our content on their site and get backlinks. Sometimes, they demand a big amount for a backlink, but how to get that link at a low price? I'm doing outreach since 2018 and get backlinks from good sites by outreach.
