Should I optimise my Page for multiple keywords?

I have seen many SEOs covering this topic. But there's literally NO straight answer to that. IMO if I build multiple pages targeting certain keywords then the PA will be divided. On the other hand, if I target multiple keywords for a particular page then it won't be divided and also increase site structure.

How do you target keywords for better ranking?
