Dumb question alert... Use of high traffic Indian website

Is there any point of owning a super high traffic website from India where the cpc and cpm is incredibly low?

Like say the traffic is about 1 million a month, since it's India AdSense revenue is utter shit and you'd be lucky to make USD 500.

A website which my friend has pulls in 30k page views a month from India and it makes about USD 10 from AdSense. Is there any venue where this traffic can be monitised to make something substantial?
