Hundreds of backlinks but Google Console is only picking up 19 after many months?

I have several hundred backlinks from several hundred websites at this stage, but Google has been stuck on 19 backlinks for many months. It went up to 20 for a few hours then went back down to 19.

I tried putting some of my backlinks on a webpage on my website, and indexing that page, to try to get Google to index some of the links. Nothing has worked.

These are a mix of major websites, some .edu, some crap, but Google isn't picking up any of them.
