Are citations only useful for the map pack?

Or do they matter for organic search results as well? I'm a beginner working on a site for local SEO, and most experts say that citations are important for NAP. But they only mention the results in the map pack. Do you think they are also helpful in bringing you up in the search results? Because that's what I'm measuring right now.
