Is this a white hat strategy?

I plugged one of my competitor's domains into SEMrush, and they are getting 17k high authority links from themselves. They have a button in their header that switches between their .ca TLD and their .com TLD. It isn't nofollow or anything.

Is this a legit white hat strategy? Do they actually get value from this? If not white hat, is there somewhere that I can report it?
