Backlinking in the pharmaceutical/other heavily regulated industry

Bit of context: So I work with some European clients in the pharma space. It's a heavily regulated industry (obviously), and in Europe, laws around marketing drugs are very strict. For prescription medications, you cannot market directly to patients - you can only market to health care professionals. This means that when choosing target keywords, you have to choose phrases like 'adverse events' rather than 'side effects' for example, since it's more likely to be searched by a doctor.

It's an overabundance of caution, but pharma compliance teams would rather call the whole contract off than take anything that even resembles a risk, since the penalties are so steep. So you gotta cater to them.

However, none of the relevant legislation specifically mentions SEO, just 'marketing', & since backlinking isn't 'marketing' in the traditional sense, it's this enormous grey area that noone knows what to do about.

Just curious if anyone has ever done any backlinking in this sort of space, or if not, if anyone has any ideas on how to do it in a way that someone very risk averse would be happy with?
