Question for backlink finders

I’m in the process of setting up my own SEO agency. I’m an on-page SEO specialist but I understand the importance of gaining solid backlinks.

My question is does anyone on here specialise in quality backlinks? If so, would you be open to working on a commission basis for gaining backlinks? This is half a job offer and the other half curious to know how you work. The last thing I want is spammy low DA backlinks so any advice appreciated.
