Has anybody done a legit link building campaign? How did it go?

So I started a personal blog a couple years ago. I’m up to about 200 posts. Most of the articles I consider pretty high quality (though many at the beginning aren’t up to my current standard). And my traffic has been stuck at about 400-700 daily google-clicks for about a year now despite me adding tons of good posts since hitting this traffic level.

I’m pretty convinced my problem is I’ve built 0 links. I randomly got a couple good ones, but Moz has my DA at 15. Very low on links.

I guess I’m wondering if I got serious about link building, how many links would I have to build to move the needle? Does anybody have any personal stories about the time they built 10 or 100 quality links and it clearly worked? Or is the scale much larger than that and I have to think bigger?
