Are content farms still working today with Panda & Farmers-Update allready rolled out by Google?

I plan to create a website with a broad viarity of topics, invest heavily into content/linkbuilding and montize via Adsense, affiliate and advertorials. Goal is to publish around 20-30 articles a week and build rankings and traffic. Articles have the intention to solve a specific problem, e.g. "How to mute your iPhone" or "No Sound on YouTue: How to fix" etc. and are around 200 words.

Is there a chance to get this thing going or will it get punished by Google before I gain traction? Any tips how to handle this project?
