Who builds links in the eye care niche?

I have a client in the eye care niche, and the blog is taking off. Lots of organic traffic. However, my money pages/keyword rankings have stagnated and even dropped in some cases. Now I know in a perfect world I would accrue natural links from that, but it just hasn't happened yet. I'm still hopeful on that and continuing with my content strategy, but I need links.

I'm usually pretty good at building links, but my link outreach for this client has proven fruitless so far. I am finding that it is especially hard in this niche to build real, high quality links. I need just a few good ones from real established websites, but they are so hard to get.

I had an idea - hire an SEO established in this niche to build links for me. Hire them to leverage their existing network from sites that have already linked to them

I am not "buying links", I want to pay someone with an existing network to pitch my content to their contacts. I have really good content, proofread by actual doctors.

I repeat, I DO NOT WANT TO BUY LINKS from link sellers. I want to pay a firm or individual with deep roots in the industry to give me pointers or build links for me.

Ideally i'd like to pay per link, but could also pay by the hour or on retainer.
