Where might one find a person who can fashion a traffic bot? Asking for a friend.

I know this sub is usually all about being above board, or perhaps walking up to the line but never crossing it.... HOWEVER, if someone was so inclined to have a custom traffic bot made and test the patience of the Google gods, where would this person start their search?

I also plan to Google this, but ya know, prob not gonna find the best options there.
