Is it ok to hide text with CSS if the page consists mainly of a large image with text?

Its a bit iffy coz its not really trying to manipulate as the header title is in the image. Its just a matter of trying to clue in the crawlers as to what the image is about (its like a product brochure or infographic).

I however feel like the algo can misconstrue this as manipulation and penalize the site.

Im erring on not doing this but can anyone else provide more nuance?
