"URL is on Google", but it's not...

I have a page that went live months ago that still has yet to surface in search results consistently.

According to Search Console, the page is indexed, "URL is on Google", it's mobile friendly, etc. All signs point to go, except it doesn't show in the SERPs.

I've done my due diligence and checked the technical side of things, both on my own and with the dev team that I work with, but have been unable to come up with a solution. I hate to default to "well, maybe I just need to wait for Google to figure it out" because that may never happen/be the case.

My best guess is that there is some level of overlap between the content on the page and the associated press releases that is causing Google's algorithm to effectively hide the preferred page, but that has never been an issue for us prior.

For context

  • I handle SEO for a large enterprise with considerable brand recognition, link equity / authority - we rarely have indexing issues and if we do it's usually due to an internal snafu.
  • Organic clicks over last 12 months were roughly 5 million, with 165 million impressions.
  • There were ~70 organic entrances around the time of publishing, but none since. I have been unable to recreate those same results on my own in the SERPs.
  • The page in question is a top-level page in the site architecture (linked to from the main nav) with 10+ subpages contained within - each of the subpages are indexed.

Has anyone experienced this - where the URL is "on Google" but isn't actually? And if so, were you able to fix it?
