How to get clients in a super competitive niche

Actually, I am working with a client that offers web design services.

I need to rank the service page for the keyword web design san francisco.

I have several months working hard and it is ranking a bit better but it is super frustrating because we are moving very slow in the serp due to the extremely high competition.

What can I do to attract customers to that page using SEO?

I have been thinking about writing high converting content and then sending those leads to the service page.

What do you think? What other things can I do to generate revenue while the main service page is ranking?
