Finance Industry, Qualified Leads?

I've been tasked with driving traffic to an existing website. The business in question is a "Business Financing, Merchant Cash Advances, Business Loans" etc.

I started with the company on July 12th. Today is Sept. 13th.

We have a decent paid digital ads budget (5K to start) now my boss just upped it to 8K on G-Ads and 2K on FB.

The first week or so was connecting all the usual platforms to the website (Search Console, G-Analytics, G-adwords, G-My Business) etc...

We've got an IG, FB and LinkedIn Social accounts. We serve ALL the U.S. (not just local outreach)

Now..., we are getting leads to our website (doubling every month) and we are converting our contact/pre-application forms for a business loan----BUT----the applications as mostly unqualified.

What can I do (either on the paid end or organic end) to get "Qualified" leads?

TL:DR: how do I get "qualified" leads to our contact forms?
