Do hashtag posts count as keyword stuffing?

Recently, I heard from an "SEO expert" that :

"you shouldn't use many hashtags-related posts on your website. Google may take it as keyword stuffing".

This is an example post in question: https://www[dot]photutorial[dot]com/landscape-photography-hashtags/ (not a self promotion, just looking for SEO feedback)

I assume they were referring to the table at the bottom of the post. I don't understand how this could be interpreted as "keyword stuffing", since these are hashtags, and the URL, H1, H2s, and text clearly state that the post is about hashtags. And the table is formatted and there as sort of a database.

What's your opinion?
