Can someone clear my these doubts about AdSense Policy?

1. As you know AdSense ads affects CLS badly. So to avoid that I have added my top ad in a div. I have set an height of 260px for the div so the ad appears in it. Now the div appears as an ad slot before the ad is loaded and then it simply covers that slot. Is it anyway the violation of any policy? also if you have a better suggestion regarding solving CLS plz tell me...
2. My website has a sticky text box over the top. Text box is small and as user scrolls down he can insert text in it. AdSense anchor ad appears over that text box. User can simply collapse the anchor ad and then use text box. But still that ad is covering the text box , so is it against any policy? Many websites similar to mine or even different have anchor ad on just like this. (Also anchor ad at the bottom makes my websites look and speed awful).

I will be thankful if you can clear me these doubts.
