2.21 Pg/Sess, 2 mins 12 sec/Session, 53% bounce rate, 2.2% CTR. For local SEO. How are these stats?

Google seems to be testing my site every 2-4 weeks and for some reason I get dropped back down every time. I'll get spikes in impressions, get emails and phone calls of leads, then back down to oblivion again. Pagespeed insights shows an average of high 70s to low 90s for mobile speed.

When including spam from other countries, the CTR goes to .4%, bounce rate goes to 64%.

All these numbers are from google analytics from the past 3 months. Domain is exactly a year old this week. Not ranking past 20s and 30s.

What's going on here? Again this is for localSEO.
