Where in the html to put the tags and description and how? (noob question)

I have recently started out in webdev and I can only find tutorials of seo gurus talking about the perfect tags, description and keywords... not actually where the hell to put those. I assume it is in the head of the html, right? the best thing would be a tutorial that talks about the tags and description but also shows where on the html it is written.
