No Map Pack but top SERP

Hi all.

I have a website that is #1 and #2in SERP and 4-5 on map pack for our 3-5 keywords. It is a service business.

Current map pack makes no sense to me.

First in map has a bad site. Low back links according to ahrefs. Second has a SEO hacked site sending to pharmacy. Third has no site links to Facebook.

My site has 4.9 stars and 100+ more reviews than competitors as well.

I feel like I have done everything right but I can’t get in the map pack. Any ideas?
