Google DMCA removal "Not In Index" then it shows up in the search results later

Hello. I submit many DMCA removals for scraper websites daily. However, I noticed some that I submit get marked with "Not In Index" because I guess they weren't in Google's index yet when I submit them.

Then, I saw that some of these URLs show up in the index later and upon trying to submit another DMCA removal request, it tells me that I can't because I already submitted one for that URL.

Is there any way I can report these URLs or re-submit my previous request?
