Why my blog post not show up in my country? But with another IP show it?

I have a number of blog post pages, the subject of which is one of the above results in the ranking of my country. But over time, it has been removed from the ranking results in my country and is not displayed. But when I search for it with the IP of other countries, my page appears in the results. What could be the reason for this?

Is this a technical problem?

I also do not have a problem with indexing and the pages is available to Google bots, but I do not know why this happens.
