My homepage ranks higher than my keyword focused landing page

I'm just wondering about this as I'm a beginner with SEO.

I'm helping a friend with a wedding photography website. He primarily shoots in two cities,

so his home page is optimized for his hometown and we created a second landing page that is

optimized for city B.

His homepage is ranking on third page for "wedding photographer <city B>" and the other landing page is not indexed at all.

Is this normal? The second landing page was made about 3 weeks ago, is it too soon for it to be indexed at all?
