Fastest way to get backlinks?

We have used Brightlocal. It was ok, but it required a good bit of cleanup afterward. Yext is probably our next one.

Besides these aggregators does anyone have any suggestions on how to get backlinks quickly?

I am strongly considering going old school. Calling local business and negotiating backlinks. A you scratch my back, i scratch yours kinda thing.
