Too low search volume?

With my new site I have a keyword which has an average position of 14, but with the UK and US it is appearing in the position of 22 and 24. What do you think, if i get a daily 6-8 impressions in search console for this keyword, that means the search volume is very very low? And it will be only slightly higher with better position?
