Some People are Abusing Google's DMCA Takedown System to Remove Competitors

Does anyone had experience with unethical competitor who will go and file fraudulent DMCA claims to take your website down from SERP?
I'm really surprised how easy it is for anyone to take any link down from Google using this false DMCA claims. I know about counter claims if you own the website but how to notify Google about this abuse when you are not the owner?
