Do blog comments, sidebars and breadcrumbs contribute to keyword stuffing?

The Moz on page grader flagged one of my articles as having keyword stuffing on a short tail keyword. When searching the page, I noticed there are 48 matches, the majority of which are in the comments.

I couldn't find any answer to this on Google, but I am wondering if text outside of the post body such as comments, sidebars and breadcrumbs are a factor here?
