Anchor links and bounce rate

Hi people, I am sorry if this is a dumb question but I have searched everywhere online and I can't get a solid answer.

Does clicking an anchor link #link on a page, then exiting still count as a bounce or not?

I have quite the high bounce rate for my page and I am looking for ways to reduce it by engaging the user.
