How to get backlinks indexed?

I know a big part of off-site SEO is backlink building. I'm having troubles with getting pages where I get backlinks indexed. I know that Google will eventually pick up on the pages, but

Is there a quick/easy way to get a page indexed by Google (if I don't actually own the page, so Google Search Console is not an option for me)?
