Google Search Console indexing issue

I have been working on a website for the last couple of weeks and I have an issue with the Google Console indexing. When I look up my website with site:mywebsite.com only the sites that are in the root folder show up. I tried to upload a sitemap but after waiting for more than 3 weeks it still displays as "couldn't fetch". I also tried to individually request indexing for some of the pages to no avail. Since the majority of the pages on my site are in subfolders of the root folder it really messes up my search performance.
