Inconsistencies with Search Console crawling 'CLS issue: more than 0.1 (mobile)', anyone else seen this happen?

I'm seeing 'CLS issue: more than 0.1 (mobile)' flagged for a ton of URLs. Cross-checking those in a PageSpeed test. Initially, I'll see a matching failed CLS of say 0.14s but scrolling further down the page/expanded details the CLS will be under 0.1s.

First Contentful Paint, Largest Contentful Paint, and Total Blocking Time are high. Is it possible that the Search Console is somehow crawling those as CLS over 0.1s because the CLS is actually under 0.1s? Has anyone dealt with anything like this before?
